Update for the shoutbox by TWTCommish?

Well at my forums people are spamming the shoutbox and I wanted to request a little thing (I think).

At the moment, only admins can delete shouts though I want so admins, super mods and mods to be able to delete+edit shouts.

If someone can help me out it'll be great! :)

you know what else would be good is if you could import the main bb's flooder so that ppl have to wait {time}seconds to shout
