Other Admins can Add Moderators Only - disallow them from adding or editing forums

I've had this on my site for a long time now.

This basically allows other Admins with access to the Admin CP to add or remove moderators to forums, but prohibits them from adding or modifying forums, or changing the order of forums.

Only YOU ALONE can add or modify or remove forums, or change the forum order.

It's just 6 changes to admin/forum.php

hmm good idea but is there a way to make that so they can only edit/add styles and nothing else?

This is about adding moderators, and has nothing to do with templates. That is a different hack altogether.
