Break Apart Blocks ?

I was wondering if anyone knows how to add an extra block in between 2 forums?

In other words:

http://www.thrillnetwork.com/boards

Like the large sponsorship block at the top the one that has our SpeedZone ad in it I'd like to add another block like that in between "Trip Reports and Travel Tips" and "games"

An extra block? Are you talking about how the categories are separated? That's just a template edit?
