Advice: Homepage and News

Hi. New to VB.
What I want is... something that will set up a Homepage for me.. with News and maybe a login system for VB.
I need it simple and low on queries as my server is small.
I checked out several of the hacks but getting confused with which ones are easy.

So advice.. which one is best for me?
