Style points to wrong template?

OK this is weird....

I have two styles, and two template sets.

I make changes in one template set and SOMETIMES the changes do not take effect.

Its as if the style is still pointing to the old template set even though it is set to point to the new template set.

Anyone have this problem before?

P.S. Some of my changes do in fact take effect. And I run a PHPPortal if that makes any difference.

Any insight would be MUCH appreciated.
