I don't have the 'webspace' as yet....
 
....but i want to purchase the software and run it on my XP computer so i can learn and setup all the tweaks before i launch it. Is this possible? SS

You can run the software, after purchase, on your computer without any problems, nothing wrong in doing so either :)

What about 'testing' the Forum live on the web on another domain space before moving it to where it would 'nest'?

You are allowed 1 live board and one test board. The 1 live board can be accessed by whoever you choose but the 1 test board has to be in a password protected directory or someplace where no one but you can get to it.
