How would I achieve this?

The simpliest way is to insert it into the database as part of the default template set (-1).

So I would change :

[sql]WHERE templatesetid='$templatesetid'[/sql]
to
[sql]WHERE templatesetid='$templatesetid' AND templatesetid='-1'[/sql]
??
