Importing a database with PHP? (or CGI)

Hi, calling on all L33T Coders, I need to upload a large database, but the host has disabled SSH, and phpMyAdmin just dies and times out. So it possible to make a PHP/CGI script that will import my database. The DBI Perl mudule isnt installed, nor is the MySQL Module, but the Shell module is.

Please help... :(
