Forum Home within a resizable scrolling window.
 

Basically the idea is to place the Forum within a scrollable window and have the Header on the outside of this window.

This means that the header would always be visible at the top of the browser and the forum would scroll below it.

Put it in a frame!

I need it to scale and iframes target a url. If the iframe code is placed in the header it just loops in on itself.

<div> tags don't scale as iframes do. Basically i need the code of <div> tags and the scalability of iframes.
