Emails starting to come as attachments, why?

Just recently after I send out my Community Bulletin emails they are all becoming attachments as opposed to putting the actual text into a message.

Does anyone know why this would happen or what I can do to fix something like this?

If it helps, I did just upgrade to PHP 4.22.
