banner frames

yeah, I just want to know if anyone could make something that adds one top frame for a banner that's in a flash (which changes automactly without refreshing) the main part (where the forum is showed on) and a bottom frame for another banner but use a Javascript that refreshs to change banners....all ingrated with styles (so all backgrounds and stuff looks the same)...can anyone help out here?? thanks
