Need Help : Static Pages -- Sort of

Ok, here is what I want to do. I have a section at the top of my site where it displays the last news post in 4 different forums. Now, with the nature of my site this gets updated maybe once a week.

What I would like to do is have it so that the "Top 4" part as I like to call it is a static HTML file that get's included and only gets updated when there is a new thread posted to one of those forums.
