Website Header
 
Where would I find the code that opens external links into a new browser? I have a code I would like to place in their that would automatically place my header (in a frame) at the top of each opened page.

Yes but file would I place it so I wouldn't have to hard code all my links?

if you want it in the header, it'll be in the header template
