Turkish Characters

Hi y'all
i have a prob maybe about this subject maybe not
I installed a hack everything is fine i will make more modifications
i translated most of it to turkish.Everything seems fine characters are okay on the site but when a reply comes to a post (email notification) in email turkish characters show as hex codes like #22, blah blah what can i do guys?please find a solution cus i have been workin on it 4 - 2 weeks to translate
