Its relatively easy to do, if you have shell which is a good thing just dump the database and tar the folder.

Then on the other server you can use wget to make the other server download the files, untar thim and then load the database back to mysql.

I moved servers and it took me about 10mins so its relatively easy. I'll help as well if you need it.

re-installing vbulletin takes only 3 or more steps..
  1. Install PHPMyAdmin on both old and new hosts (if they don't support shell)
  2. Go to your old host and connect to your PHPMyAdmin and save all table and strings (once again, if they don't support shell)
  3. Upload it in the new host vis PHPMyAdmin (once again, if they don't support shell)

that's it

FWIW, "reinstalling" a PHP script is absolutely nothing like reinstalling a program on Windows. There's no junk it leaves that could be breaking something but the script or database itself. My advice is to simply always use the absolute latest (except possibly for RC and vB3) version of vBulletin, hack only when absolutely necessary, and be careful. :)

move files. transplant sql. and change the link in adminCP (most important step)

A little off topic: You left rackshack which you thought was crappy, to phpwebhosting? I'm sure that 98% of people at WHT would disagree with that completely...i'm quite surprised you found RS crappy and then moved to PHPWebHosting...
