html code for admins only

I did post this on vbulletin.com, but I don't really know where it belongs, so here we go:

is there a way to allow only admins to use html code in all forums? I know you can setup certain forums to allow html to be used or not, I was just hoping there was away to do this with individual users or usergroups too so I can set it up that admins can use html code in their posts all over the forums...
