hack of the month

can you please explain to me how is made the selection for the hack of the month?
from what i understood, molinari opens a thread for a period of time and people suggest hacks. then if the number of hacks that are listed is lower then 5 (for example 4) the empty spot is picked randomly, right? and a new poll is started with those hacks.
