Downloads ? Want to restrict who can DL

How can I restrict who is able to download items ?

We have a "supporting members" group, and those are the only ones we want permitted to download attached files, etc.

What do I change/hack/etc to do this ?

Admin CP => Usergroups => Modify => Can Download Attachments.
