How do I....

Sorry if this is in the wrong forum, I'm new here. I'm looking to add tables to my forum, to the left of the main forum itself. An example can be seen - http://forums.jjr512.com/ - I like the way it's set up and would like to have something like it. I know it has to do with editing the header, but I can't put my finger on it since I'm nothing but a n00b :) Any help is appreciated.

*Edit* I've figured out it has to do with the header and footer templates, but where exactly would I add tables and how do I get it to (parse?)
