I've seen this in a site but I don't remember where

I don't remember in which language it was written

but when you click on a link it tells you the owner of the pc which is the name that the windows is registered by

I hope somebody can tell me how to record this with the IP ...it will make it alot easier identify the trouble makers when they use different names because the ip is not enough

I hope somebody will know how to achieve this :)
