WordPress Style Wrap Around?

Just moved to WordPress for my site AmayaUsers - and in the process upgraded from 4 to 5. Need to figure out a way to wrap the site "look" around the discussion board so the header and footer from the site are present - and the discussion board sits in the middle. I was easily able to do that in the past in my current site which was html based.

What's the best way to do this? Has anyone else tried and what level of success have you had?

Example attached (condensed to show header and footer).
