I used to run a forum back in the day. From around 2005 to 2011. Nothing fancy, just plain old Q&A forum. I wonder how much has (if at all) evolved and where should I be looking to start a new one?
I know IG, TW and FB have grown pretty big since those years, but I want to make a specific theme related place for people to ask and find questions easily.
Any guidance will be greatly appreciated.

Do you want to set up a forum or just a question and answer site? If you are going to set up a question and answer site, there are paid, free scripts.
