A widget which appear on all pages

Can some one please guide me how to have a widget which appears on every page? For example a widget which shows latest topics.

Global Section — Changes made to modules in this section will affect all pages

There are 2 modules insertion areas that will affect all pages.
One at the top and one at the bottom.
