I need a professional designer who knows how to translate designs and adapt them to the system

What do you mean by "translate designs?"

Themes are copyright protected by US law. It's illegal to take one and redesign it unless it's your own theme or you have express written permission from the copyright holder.

If the "translate" is typo for transfer.
If you a have an existing wordpress design I can transfer it to vbulletin5.
