Hello, l want to if members create new thread, he must add tags.

How can l do?

You mean the Prefixes? There's a forum setting on each forum section, called: Require Threads to have a Prefix

Just enable that.

Prefixes and tags are two very different things and if he is referring to tags, then this should be in the modification requests forum or vbulletin 3 programming forum.
