Problem trying to install vbulletin

Can anyone help with this? Im not sure if its my config not set up correctly or what. Any information given that would help me fix it or someone willing to help install it for me. Im not sure if there is a place for finding someone for pay here or not.

Well I got the config set up correctly but now im getting this on install attempt.

Yea, thats why i asked, you need to downgrade php to 7.1 or 7.0
