Hope this is the right forum.

How can I make a forum link to another board? like at the bottom of the forums for this board it has a fourm called vbulletin Community Forums. and when you click it, it sends you to vbulletin.com

If you want to add a link in the footer then look @ here:

Styles -> Modify -> [Default] [fonts/colors/etc] -> Footer

Mine is just hard coded in the template forumhome, right after $forumbits.

If you want it dynamically, there's a hack in the releases forum, something with "link". :)
