Human Verification Methods Not Listed

After noticing an increase in spam/bot registrations we discovered the reCaptcha plugin wasn't loaded. Upon going to Settings -> Options -> Human Verification Options I noticed all of the captcha methods are no longer listed. I've tried disabling the plugins system in config.php and re-upoading admincp/verify.php with no change. Can someone please help to fix this? It's a serious issue with bots/spammers.

Thank you, I didn't realize the manager had been moved. It's been a while since I've administrated a vb system.
