SQL query or PHP: test Receive Admin Emails=NO and set another variable

I need to check the status of "Receive Admin Emails" for members.

If it is set to "NO", I need to set another variable (Receive newsletter) to "NO" as well.

How can I do this with an SQL query?

Or alternatively with a PHP conditional?
