Bug management Styles

I can't longer to make change, add or set my template. I can only set or create new templates for mobile.
I have seen a similar problem in the forum, but without a solution! There isn't solution to this problem?

For now I remedied with a plugin that force the style, but I need to change some css,html that I can't access because I'm obliged, from the panel, to edit only skin mobile.
