Can banned IP addresses still view forums?
 
Can visitors coming from banned IP addresses still view the forums as a "guest" without logging in?

Do banned IP addresses in the AdminCP only affect logged in users & new registrations? Or are guests completely blocked too?

A banned IP address will completely block access and an error message is displayed, it does not matter whether the user is logged in or not.

If you want to block completely you should us htaccess to do that.
