Disabling "Flag" function

As title says. Is there a way to do this? I can't seem to find this in the ACP. Some annoying kids are spamming them.

Usergroups > Usergroup Manager > edit the Usergroup > Can create report > No. You may have to do this in Usergroups > Channel Permissions also if you edited the permissions for that usergroup in a specific Channel.
