Problem with Arabic letters in Tags !

Hello
I have a complex problem and I have tried to solve it more than one way, but I failed
The problem in the tags into Arabic characters do not show .
Example : .com/tags/صور2016
It looks like this .com/tags/2016

Also if tag full arabic .com/tags/صور

all of tags looks like this .com/tags/03a/
