How to manually approve new user registrations?

How to manually approve new user registrations?

A user signs up and he sees the message that admin will have to approve the account. How to make this possible?

ACP -> Settings -> Userregistration -> Moderate new users

Under the "user" menu in left frame use "search users", there is a link for approve.
