Make your vB usable and look good on mobile?
 
Right now when I try to open my forum from a mobile device, it is impossible to use it without zooming in on everything. Same case with vbulletin.org. So if you want a completely mobile friendly version of your site, what do you have to do? Get a responsive theme or get mobile suite? Something else too?

You could get a:
  • Responsive theme
  • Theme just for phones
  • App such as TapaTalk

So vB mobile suite not needed? What's that for then?

vBulletin Mobile Suite is also an option, I've personally never used it though.
I believe it's only for vBulletin 5.

It was first made for vBulletin 4 (the mobile suite) and I'm fairly positive it's still available for vB4, best to inquire via the main forums though or inquire via ticket support for a definitive answer.

Did you try setting the native vB mobile style to be the default style for mobile devices in ACP?

It looks like this style is active. But when someone opens the site from a mobile device, they see the same site as it is viewed on desktop computer.

ACP>Settings>Style and Language Settings.

There you'll see options for assigning the mobile style to the various mobile devices.

Of course is create a responsive theme for your vbulletin forum, it's better

I created a responsive theme for my web hosting forum.

I think responsive design will keep vB functions when viewing on mobile devices, some could disappear when viewing on mobile theme.
