request: automatic send to waiting page for few

I have V Bulletin forum ver 4.2.3 i want to ... any member ask to download attachment
already upload to forum root , when he ask download ..... automatic send to waiting page for few second
,, then send it to what he ask

java script or php
is that possible ؟
