Attachments for unregistered and users not logged on.

I have fiddled about with permissions and so far can't figure it out.
It would seem that those not logged on or unregistered are unable to upload attachments.

Each time I test it, this is the result. .

But an unregistered user is not logged in to begin with....

Another issue is that attachments when quoted (jira) are not displayed within the quote.

Are these common issues?
If so, is there any way to get around them?
