How would i do this

You will see they have some sort of news feed going on at the top of the thread for that forum

Can i ask how would i implement something like that do you just take the link of your rss for that forum and paste it into something like a notice or announcement.

I am not sure any help

That's just an announcement in vBulletin with HTML that contains a RSS feed ticker.
Googling for "RSS feed ticket javascript" or something like that should help you out.

seems he used the vb4 notices, so go to your admincp -> notices -> add new notice where you can include your code and set up where to display the ticker.

for informations how to configure the rss feed, follow the instructions on the webdynamic homepage.
