Some mod users to force read and reply to a thread?
 

I have something installed that forces the users to read a thread before they can navigate to other places on the forum. I want something that forces a user to read a thread and reply in it too before being able to do anything else.

Lately I have been having problem with members regarding rules, especially the ones that have paid subscriptions, they break the rules and then claim that they have invested money and I banned them. So I want something that will force them to read the rules and force them to post in the thread something like "I understand the rules and I will follow them or get banned" .. you get what I mean?

What can I do about this problem?

I don't recall anything to force a user to reply to a thread/post.
