IP ban option lost

Dear, since a few weeks i lost the option in admincp to ban IP.

I have made a screenshot, but it's in the russian language.. but you can still see that i do not have the option to add ip addresses. What can it be ? someone who can help please..

upload default files again see if that fixes it if not run the upgrade.php script
