Both. At least this happen once to one of my mods had the same votes with another one.

Ah, I see...I assumed the bestowal of the award would be automated at the time of the closing of the poll. :D

Yeah, I'm pretty sure they both should win. I don't know if it's automated, it could just be that whoever does it didn't notice that it was a tie. Anyway, it will get fixed eventually.
