vb.org Archive - this is weird

Ok so this member from Belgium as signed up to my forum with this ip address 213.219.160.145 with username consciousnessinc.

So when i clicked on the ip adress in my admin cp panel this is what it look like below.So i clicked on that :?? [Find More Users with this IP Address and it shows these weird symbols �:? ��?��

?:?&_B?^ [Find More Users with this IP Address]

I am adding screen prints as its look weird any ideas what this is

P.s i have run a virus scan and nothing showing up.Any idea what this is
