You're showing up as licensed, so that's not the problem. But you can see at the top of the thread that it says "This modification is currently quarantined.", which means it probably had security issues. Quarantined mods remain there until the author fixes any issues, but since that one's been there quite a while, the author has probably decided not to fix it.

What does it look like? They look OK to me, but it could be that regular members can't see the attachments if the mod is in the graveyard.

Kevin is correct in that if a mod is quarantined or graveyarded, regular users cannot view any of the attachments in the thread.

You mean if you click on them ? the thumbnails should be visible.

You cannot post to threads in the Modification Graveyard, those permissions are correct.

We can't see the screenshots. since we get the no permission error.

We should really be allowed to see the images, just not download anything.
As the images can give coders/users an idea, about creating a new plugin with a similar function/ find another plugin with a similar function.
