Force "insert Image" tool to default to "From Computer"
 

When creating/editing a post, the FIRST time the "Insert Image" tool is opened it defaults to "From Computer" but the second (and all later) times it defaults to "From URL" which seems to imply that we WANT external photos. We want to discourage but not prohibit externally hosted photos, and force users to ACTIVELY select "From URL" each time if they feel they MUST post external photos. Our MB is very photo intensive, and external photos that have disappeared are a real problem, resulting in a large number of useless threads/posts.

Is there a way to force the "Insert Image" tool to preselect "From Computer" EVERY time the tool is opened instead of just the FIRST time?

And is there a way to state that we discourage external photos in the text of the "Insert Image From URL" screen?

There maybe a way to do this possibly, but you may need a bit of coding for it to work. As to what code you would need I'm not sure exactly.

Yes you should be able add some code to that template. You can use standard HTML for that and place it where you want it to be in the template.
