Hi, I cant edit content in new threads as per image

I'm having trouble copy and pasting content in new threads and changed my to UTF-8 as
this thread said!

Looks like I found the answer!
AdminCP ==> Languages & Phrases ==> Language Manager

I clicked [Edit Settings] in the English (US) item (the only item in my list)
Under General Settings, the HTML Character set was set to ISO-8859-1.
I changed it to UTF-8.
Clicked Save at bottom of page

And Voila! I can now paste ? or ? without truncating or breaking my content.
