Navtab usergroup permissions

I would love a plug in that would make adding usergroup permissions to navtabs easy for regular users. I thought there was something for this already but the closest I find is the Dbtech mod and it is really designed for something else.

The DBTech mod does just that, you can set usergroup perms for each tab, and each link.
