Need to know the name of these elements
 
I need to change the color of the white border and this legend bar section in the "Whats going on area". What are the names of these elements, and should I just change them via additional.css? Pic: https://vborg.vbsupport.ru/external/2015/01/15.png

I'm pretty sure that's the border of .blockbody and .blockhead, not sure about the legend.

If you only want to edit the border of the WGO block, you can use something like #wgo .blockbody and #wgo .blockhead to modify the border in the additional.css template.
