Hello, I want to open a forum on VPS server and wanted to know if these requirements will be sufficient to run a forum, or multiple sites.

Depends on how big your forum/sites are and how much traffic you get.
This should be fine for a site/forum with not a lot of traffic and not many heavy plugins.

That configuration should be able to handle low-medium traffic, but I don't know what kind of software you use for your other sites (Wordpress?) and how much traffic you get so it's kind of hard to say.

It would also depend on how many sites you have and how much they are total in MB. Are they new sites? Are they established? Without knowing more about the web sites you have or plan on having on this hosting account no one can tell you if it will be enough or not. There are a lot of factors you have to look at including web site traffic for each site, what script (vBulletin, Wordpress, phpBB etc) are you running on each site if any, & how large is the site in MG/GB. All these factors matter in choosing the proper host for your needs. If you are just starting and currently do not have any sites but plan on having extra sites in the future then the first package would probably work for a little while until you built up your web site(s). If you have established sites then it will depend on how traffic, how large etc the site is, and you have to keep ALL the sites you have in mind if you are moving them to a VPS.

I work with vBulletin 4, as I said this is a community with about 500 hits per day

Edit:
Now I am working with a number of sites storing my, they are merely extensions 300-500MB DISK SPACE and transport of up to 30 GB.

I wouldn't imagine that first package would cope with much at all, especially if you have a bunch of mods installed. vB is a bit of a resources hog just by itself.
