If they're looking to help out as Staff, or take up a Community Manager paid position on a forum, where could these be posted?

Then if you have some coding that needs done or are willing to pay someone for whatever reason then do what lynne said

I'm not talking about coding? I'm saying if I wanted to offer my services for Forum Management and the like.

You can add a simple line and link in your signature, I believe. I could not find the exact rules that regulate this on vBulletin.org. It is probably posted in the help section if you give a good look. ;)
