I have seen this happen if you have a JavaScript and/or AJAX problems. Use the development tools in your browser and check your console for errors. :)

I had this same issue some time ago and did not figure it our for months. For me it was an issue with a setting I had on my server.

Are you using Fastcgi, cgi or apache for php support? Try switching to FastCgi.

Ofcourse there can be many things that would cause the widget issue as tbworld mentioned. I am just sharing what the cause was when I had the issue.
